Our Global Impact: Digital Development Partnership

 

RCRL Track Record in Global Sector Cybersecurity 

 

Seeking to advance and mainstream cyber resilience in support of sustainable development and capacity building in critical sectors of the economy,

 

   AND       

 

 

the World Bank Digital Development (DD) team, in collaboration with Tel Aviv University’s Blavatnik Interdisciplinary Cyber Research Center (TAU ICRC) and Regional Cyber Resilience Lab (RCRL), developed the new methodology, Sectoral Cybersecurity Maturity Model, to assess sector-level cybersecurity maturity and capabilities and provide high-priority recommendations to strengthen the cyber resilience of the sector. 


On June 28, 2023, the SCMM was presented by:

  • Dr. Lior Tabansky, Head of research development, Blavatnik Interdisciplinary Cyber Research Center, Tel Aviv University, Head, Regional Cyber Resilience Lab, Tel Aviv University, and by
  • Hagai Mei Zahav, Senior Cybersecurity Specialist, Digital Development Global Practice with the World Bank

 

at Cyber Week, 2023 in Tel Aviv. The event welcomed about 50 selected industry experts related to the project and was welcomed by the audience.

RCRL generated a showcase of positive cooperation with the World’s No. 1 development bank worldwide. Other target groups beyond the development institutions might include development project implementers, governments, regulators, or industry associations. The case can now be replicated in the World Bank peer group and other critical infrastructure stakeholders according to their individual requirements and objectives. 

 

The World Bank, which has issued $99 billion in loans for global development projects since 2018, recognizes the importance of digital resilience. They are actively working to integrate cybersecurity assistance into their infrastructure projects, guide beneficiary countries on protecting critical infrastructure, and manage cyber risks to their debt portfolio. 

 

To address these challenges, Tel Aviv University has partnered with the World Bank to develop a unique Sectoral Cybersecurity Maturity Model (SCMM), along with its methodology and user guide. The SCMM will be a key tool in the World Bank's project cycle, supporting their efforts in cybersecurity. 

 

The World Bank Group comprises five organizations. The SCMM is the primary tool of the new CIP Toolkit that will be used throughout the World Bank’s project cycle.‎

The International Bank for Reconstruction and Development (IBRD) lends to governments of middle-income and creditworthy low-income countries.

 

 

The International Development Association (IDA) provides interest-free loans — called credits — and grants to governments of the poorest countries.

 

 

The International Finance Corporation (IFC) is the largest global development institution focused exclusively on the private sector. We help developing countries achieve sustainable growth by financing investment, mobilizing capital in international financial markets, and providing advisory services to businesses and governments.

 

 

The Multilateral Investment Guarantee Agency (MIGA) was created in 1988 to promote foreign direct investment into developing countries to support economic growth, reduce poverty, and improve people’s lives. MIGA fulfills this mandate by offering political risk insurance (guarantees) to investors and lenders.

 

 

The International Centre for Settlement of Investment Disputes (ICSID) provides international facilities for conciliation and arbitration of investment disputes.
